Russian tech giant Yandex said it caught an employee selling access to users' inboxes

-Yandex said the employee was one of its three tech support admins
-Company says the employee sold access to 4,887 mailboxes.

How much access do employees normally have? I feel like this is something that should be restricted a lot.
