You can't, but if you have the username and its pretty unique, you can do it with other methods.

the best way is to make the person click on a link, which will return you the geolocation. Other than that, it is only with the telemetry function, but it needs access to the operator center's database (yes) of origin. Remembering that the cell phone needs or is connected to the network (yes) or connected to the internet.
